It’s interesting to note that a civilian in the establishment did have a gun—in her vehicle. Suzanna Hupp, who was at the mass shooting (both of her parents were killed by the perpetrator) later testified that she would have liked to have had her .38 revolver, but said, “It was a hundred feet away in my car.” She had feared that if she was caught carrying it she might lose her chiropractor’s license. Hupp testified across the country in support of concealed handgun laws (and was elected to the Texas House of Representatives in 1996.) 1 It should be noted that a Texas law, SB 60, allowing civilians with licenses to carry concealed weapons was enacted in 1995. 2 Most recently (May 2021), Texas House Bill 1927 would nix the requirement for Texas residents to obtain a license to carry handguns if they’re not prohibited by state or federal law from possessing a gun. 3

Numerous reports include accounts of the perpetrator’s expressed hatred of women. 4 While we don’t dispute that, it’s inconsequential for the purposes of this Preventable Mass Shootings Database. Meaning it’s not measurable, trackable, or unlawful. When it comes to identifying the elements that potentially make mass shootings preventable, hanging our hats on such a trait is unwise.
