Oxford High School officials had legal grounds to search the to-be perpetrator’s backpack and locker when significant concerns were raised about his behavior on the day of the shooting, but they never did so, for reasons which were not made clear. Had they done so strong circumstantial evidence indicated they likely would have prevented the mass shooting, at least that day. A 9mm SIG Sauer SP 2022 semi-automatic handgun and at least two 15-round magazines were recovered from perpetrator at the time of his arrest, while a third magazine was found at the school.
“Our investigation has revealed that had proper threat assessment guidelines been in place and District threat assessment policy followed, this tragedy was avoidable,” the report concluded.
[The perpetrator], who was referred to only as ‘the Shooter’ throughout the report, was not identified as a threat even though his ‘conduct, statements, and drawings suggested that he might cause physical harm at school,’ the report found. That was because Oxford High School administrators and staff ‘failed to recognize’ his behavior as a threat in accordance with guidelines adopted by the district.” 1
Civil lawsuits filed against the school district by multiple survivors allege that school officials were aware of disturbing posts made by the perpetrator on social media, as well as his tendencies toward animal cruelty, but they still allowed him to continue attending the school and directed teachers and counselors to discourage reports of his behavior.
