Takeaway(s):
—There is no reason for there not to be a 30-day waiting period for taking possession of newly purchased or transferred guns.
—There needs to be good guys with guns at every venue.
Incident Preventable Factor(s):
—Gun Laws Inadequate – Inadequate Gun Law(s) Contributed to Perpetrator(s) Execution of the Incident and Unnecessarily Accessible Perpetrator(s) Weapon(s) – Weapon(s) Was Unnecessarily Accessible to the Perpetrator:
It’s totally unacceptable that the perpetrator was able to buy and take possession of the assault type weapon used in the incident just six days before.
Requiring a 30-day waiting period to take possession of all gun purchases and transfers isn’t unreasonable. With a few exceptions there’s no immediacy to taking possession of a purchased or transferred gun. It isn’t air, or water, or food, or fuel, or whatever. It’s not medical or mental health care. It can wait. Common sense exceptions might include a bonafide need for protection documented by a police report. One instance of this would be a person receiving a threat which has been validated by a law enforcement agency. In that case the 30-day waiting period to take possession of a gun purchased or transferred could be waived.
For a rationale for such a requirement refer to the recently released book Soft Targets and Crowded Places (ST-CP): Hotels, Movie Theaters, Nightclubs, School Buses, Shopping Malls, Ski/Ride Resorts, and Summer Camps.
—Venue Lacked Armed Individuals/Personnel – Venue Lacked Armed Individuals (Civilians)/Personnel (Military/Police/Security):
While not in the too far distant past having good guys with guns in every venue, or a gun or guns in every house was not only unnecessary but unthought-of. Today, however, things have changed. Refer to Preventable Mass Shootings Database: Our Findings To Date.
