Editor’s Note: We find it difficult to rank mental health failures as a contributor to this incident due to it being somewhat inconsequential and/or not having a direct connection, and because of the passage of time. “Police and a mental health crisis team visited [the perpetrator] in 2017 for his irate and irrational behavior, but they decided not to detain him at a psychiatric facility. A high school teacher raised claims that [the perpetrator] had physically assaulted her as a student but she was encouraged not to push the incident so as to not endanger his future in the Marine Corps (USMC). In her statement, the teacher alleged that [the perpetrator] had issues long before his military service. Although he had served overseas in the military, behavioral scientist and clinical psychologist Lisa Jaycox said that it was premature to say whether [the perpetrator] suffered from post-traumatic stress disorder or if it was a factor in the shooting.” 1 Editor’s Note: We find it difficult to rank gun law inadequacy as a contributor to this incident. While the  30-round magazines (which may have increased the number of people killed and/or injured in a short span) possessed by the perpetrator were illegal in California, they weren’t in neighboring states. “Investigators also recovered 7 high capacity 30-round magazines at the scene. Those are illegal in California, but can be purchased in neighboring states. No other weapons were found at the crime scene or at his home.” 2 Source(s): 1. None.
