    Takeaway(s): —None. Incident Preventable Factor(s): —None. Editor’s Note: Rarely do we find no preventative rankings but in this case that is the case. Nothing identifiable could have prevented this incident. Granted, the perpetrator did purchase a lot of guns, magazines, and ammunition on the morning of the incident. However, at the time (1966) tracking mechanisms for that probably didn’t exist, at least our research hasn’t been able to make that determination. 1 Likewise, in the months prior to the attack, the perpetrator had sought professional help for “overwhelming, violent impulses,” including fantasies about shooting people from the tower [presumably the University of Texas Tower (UT Tower)]. An autopsy conducted after his death revealed a hypothalamic tumor, which according to medical experts might have been the culprit. 2 Research doesn’t reveal the degree to which that might have been considered then, but clearly today, such a condition would not be be able to be considered by others due to the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
